There are no rules, only customs i.e. most people drive on the right most of the time. Crossing is easy- just step out and walk at a steady pace. Sà i Gòn traffic moves more people faster than the cars in DC or NY. You will get to work in rush hour just about as fast as at any other time.There are no traffic jams. Everything continues to move. Put that many people on the street in Washington and you get gridlock- nothing moves. The only rule that seems to be generally observed is cấm và o- no entry- designating a one way street.
